the receipt of your despatch No.117

of the 8th of April and to inform you

that it was my intention that the

principle of compensation should be

applied in the case of 90 years leases

in cases where for public reasons a

renewal could be granted, and it could

lease had not providede full return to the

leaseholder for his outlay.
